Michael Barton has consulted with public and private sector organizations for the past two decades on issues that include development of business strategy, execution of complex procurements, the introduction and/or integration of strategic use of technology, reorganization, strategic outsourcing, project management and, procurement reform.
Mr. Michael P. Barton, who co-founded Whys Solutions, LLC in 2005, has a diverse skill set with backgrounds in business, finance, technology and government. During the first third of his thirty years in business, Mr. Barton was an officer and manager of a major international Wall St. Firm. A focus in his last few years with that firm, and a springboard to his current work, was developing the strategic use of technology to help the firm become more efficient, more effective and more competitive.
After leaving that firm, Mr. Barton consulted for both private and public sector organizations, first as Michael P. Barton Consulting and then as MPB Consulting, LLC, based out of Hartford, CT. In the early 1990’s his work gravitated to where it was nearly exclusively to government organizations. The primary focus of MPB Consulting, LLC was to help public sector organizations use technology strategically, to become more efficient, more productive and ultimately more competitive. Mr. Barton has significant experience in working with government agencies at all levels, and understands and is adept at winding his way through the mire of a bureaucracy, to achieve a client’s objectives.
Mr. Barton is directly involved in engagements and works only at the executive level of an organization. He assists in the development of strategy and the execution of the plan to implement that strategy, maintaining a very strong philosophical belief, that essential to a successful outcome is the ownership by and involvement of key individuals in an organization. He has consulted with public and private sector organizations for the past 18 years on issues that include development of business strategy, the strategic use of technology, reorganization, strategic outsourcing – the outsourcing of non core functions, privatization strategies, project management and, procurement reform. His experience includes lobbying on behalf of various clients, projects and issues at the local, county, state and federal levels, and negotiating with as well as on behalf of a number of public and private sector organizations across a multiple of industries.
